Source uncertain but from the series "Private Lives" by Paul Ford and distributed by Publishers Syndicate. The following additional information has kindly been provided (March 19, 2009) by Professor Lucy Shelton Caswell:

The panel cartoon "Private Lives" was syndicated between 1938 and 1948. It was written by Edwin Cox from Nov. 1938 to May 1943, after which Paul Ford was the writer until the feature ended in December 1948. Bliss was the artist for the entire run of the feature. Unfortunately his first name is unknown and there is no cartoonist with that name in the biographical registry of cartoonists here. Since the feature was syndicated, there is no way to determine which newspaper published it. 5-24 would indicate that it was published on May 24 of whatever year (the copyright notice would normally contain the year, but it does not in this instance). So we know that it was published on May 24 sometime between 1943 and 1948. George Marshall was appointed Secretary of State in 1947, so that would argue that this came out in '47 or '48.
