Educated at Clifton and Wadham College, Oxford; appointed to Bengal Civil Service after examinations of 1868; arrived in India 1870, serving in Bengal as assistant magistrate and collector; on special duty with the Tibet Mission April 1886; deputy commissioner August 1887; C.I.E. January 1889; special duty on Tibetan frontier April 1890; British commissioner for Anglo-Chinese convention regarding Sikkim and Tibet February 1891; magistrate and collector May 1891; on special duty, Darjiling March 1892; retired 1895.
