Bombay Public Proceedings of Sept 1866 record that ‘Assistant Surgeon H. Day, Superintendent of Vaccination in the Southern Circle, a Photographer, is anxious to comply with the desire of the Government of India by preparing photographs of races which it will be desirable to obtain’. This offer was in relation to the proposed Ethnological Congress (which in the event did not take place), being organised by the Asiatic Society of Bengal.[1]
Letter from the Principal Inspector General Medical Department No. 1766, dated 17 August 1866, ‘stating, with reference to Government Resolution No. 1290, dated 5th July 1866, that Assistant Surgeon H. Day, Superintendent of Vaccination in the Southern Circle, a Photographer, is anxious to comply with the desire of the Government of India by preparing photographs of races which it will be desirable to obtain; forwarding a list of articles required by Dr. Day to prosecute this object; and requesting to be informed if Government will authorize an expenditure on this account to Dr. Day, and any other Medical Officers who may be similarly circumstanced.’ Government replied that they ‘will gladly avail themselves of Dr. Day’s offer, and he may be requested to submit indents for such articles as he may require...Each photograph should be accompanied by a brief description of the race or class it represents.’[2]
