Liagre pursued an academic career at the Royal Military Academy. He specialized in probability theory and error theory, which he applied to the development of a Belgian geodetic network. In 1869, he became Commandant of the Royal Military Academy. In 1874, he was promoted to general. In 1879, he became Minister of War.
