Accompanying text in book:
 
"About the time this photo of him was taken, he was skipper of a government vessel taking the Acting Governor, Sir John Nicoll, and his staff from Suva to Kadavu. The official party had boarded the vessel at 10 pm and retired for the night, believing that the ship would be proceeding to Kadavu during the night. At daybreak, to their dismay, they found themselves still tied up to Suva Wharf. Captain Hay was unable to offer bad weather or engine failure as the cause of the delay, which was explained by the platoon of empty bottles in the mess room."
