I would say that the plate was sensitized and exposed for the picture of the little boy, then a star shaped mask was applied and the plate was resensitized (erasing the previous exposure except for the area under the star shaped mask), and then exposed again for the building picture - then star mask removed and plate developed and fixed normally.
