Early political ribbon

Daguerreotype, ribbon

This ribbon contains a Daguerreotype and Bill Jones on Facebook (March 2010) provided the following additional information.
 
The ribbon colors suggest a German-American association. The black-white-red-tricolor flag of the North German Confederation (1867), was used by the succeeding Prussian Empire and remained the Prussian flag until 1918. The gold color stripe (Austria) was removed from the flag during those years only to return in the Weimar Republic.
 
Having said this it is not clear and this ribbon may well be American - further clarification is requested.
